Here are the main measures proposed by the draft Finance Law (PLF) for the fiscal year 2022, with a view to ensuring an improvement in the quality of the Moroccan Education System:
* Improving the quality of the teachers’ training for being essential to all school curricula, in order to strengthen their skills through:
– Strengthening the initial and continuing training for educational players towards the improvement of the quality of Education-related professions. Hence, a financial envelope of 500 million Dirhams (MDH) will be allocated for this purpose.
– The upgrading of the infrastructure and equipment of the Regional Centers for Education and Training (CRMEF), as well as the ancillary training centers. To do this, an envelope of 350 MDH is provided.
* The acceleration of the implementation of the program of the generalization of preschool through the creation, rehabilitation, and equipment of rooms, as well as their operation with the aim of achieving a 100% enrolment rate in preschool by 2028.
* Investment in early childhood development programs. To this end, the government will support the development of kindergartens whose age does not exceed 4 years, in order to increase the chances of academic and professional success, creating employment opportunities, and improving the employability of women and, consequently, their economic independence.
* Strengthening the school supplies, in particular through the construction of new educational institutions. A financial envelope of 2.3 billion Dirhams (MMDH) will be allocated for this purpose in 2022, which will allow the construction of approximately 230 educational institutions, including 30 community schools and 43 boarding schools.
* Upgrading of school infrastructure and equipment, through a budgetary effort of the order of 2.56 MMDH.
* Strengthening human resources through the recruitment of 15,000 teachers and 2,000 posts for teaching and administrative support staff who will benefit from basic training at the level of regional Education and training Centers.
* The implementation of the national inclusive education programme, which aims at enabling students with disabilities to enjoy the same opportunities as other children in terms of infrastructure, accessibility, and learning.
* The continuation of efforts in social support (at a rate of 1.5 MMDH) in order to put the fight against school dropout, in particular through a revaluation of current boarding schools and school canteens.
