Morocco stressed the need to reform the working methods of the Group of 77 (G77) and the revitalization of its executive secretariat, during the work of the 3rd G77+China Summit, which took place on January 21 and 22 in Kampala.
Intervening at the opening of this Summit, chaired by Ugandan President Yoweri Museveni, Morocco’s Permanent Representative to the United Nations (UN), Ambassador Omar Hilale, pleaded in favor of the modernization of the group’s working methods, calling on the Summit to reconsider the structure of its Executive Secretariat.
The G77+China, which represents the Global South in the current intergovernmental negotiations relating to the United Nations reform processes and the reform of the international financial structure, should be consistent and faithful to this international trend and thus proceed to the reform of “its own house”, in order to respond to the challenges of the 21st century and the expectations of its members, underlined Hilale.
In this regard, the Moroccan official reiterated his confidence in the Ugandan presidency to implement this long-awaited reform, 60 years following the creation of the Group of 77.
Initiated by Morocco, the Kampala final document includes a key paragraph in which the Heads of State and Government recommend setting up a working group in charge of formulating concrete recommendations in order to improve and review the governance of its executive secretariat.
This recommendation is the fruit of four years of work during which Morocco brought together around thirty delegations, which were actively committed to improving the group’s working methods, strengthening the consensual decision-making process, and ensuring transparency in the management of the Executive Secretariat’s budget.
In this context, the Ambassador highlighted the three objectives the working group must achieve, starting next month in New York.
These are the adaptation and strengthening of the working methods of the G77 with the aim of meeting the challenges of the 21st century, revitalizing the structure of the Executive Secretariat, and ensuring geographical rotation for this position, and respecting geographical parity and gender equality in the recruitment process.
The work of the 3rd G77+China Summit kicked off on January 21 in Kampala, under the theme “Leave no one behind”.
The Moroccan delegation to this event is led by Ambassador Omar Hilalen and includes Morocco’s Ambassador in Tanzania, Zakaria El Goumiri, the Director General of the Moroccan Agency for International Cooperation (AMCI), Mohamed Methqal, and the Director of Multilateral Cooperation and International Economic Affairs at the Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates, Abdellah Ben Mellouk.
